HEBRG is the successor group to the Higher Education Regulation Review Group (HERRG). Universities UK and GuildHE, in close consultation with HEFCE, considered the final report of HERRG (July 2008) and the work of the group to date, and decided that HERRG fulfilled a useful function, that many of its functions should continue, and that there are considerable and evolving regulatory pressures on the higher education sector.
The work of HERRG was the culmination of at least ten years of activity focusing on the regulatory burden in higher education. This work started with a HEFCE sponsored better accountability forum which brought together a wide range of regulators and stakeholders. This was followed by the Better Regulation Review Group (BRRG) and culminated in the establishment of HERRG.
