Principles of good regulation 

HEBRG was established in 2010 as the successor group to the Higher Education Regulation Review Group (HERRG) in order to address changing public and political attitudes towards accountability and the emerging regulatory landscape. 

 

The aim of HEBRG is to promote positive regulation.  Its key themes build on the five principles of good regulation which state regulation should be

  • transparent
  • accountable
  • proportionate
  • consistent
  • targeted
