The Higher Education Concordat on quality assurance arrangements and data collection (2006-2008) was the key instrument employed by the Higher Education Regulation Review Group (HERRG) for the better regulation of higher education.
Signatories to the HE Concordat, including funding, inspection and data collection bodies, committed to practical plans for a less burdensome, more proportionate approach to quality assurance and data collection. The HE Concordat covered the collection of data and the external quality assurance of higher and further education provision in higher education institutions in England.

In November 2011, HEBRG published the Principles of Better Regulation for Higher Education. The Principles supersede the HE Concordat; as well as updating the HE Concordat’s original statements on data collection and quality assurance, the Principles include new sections that reflect the changing regulatory framework for a more market-based sector.
