HEBRG was established in 2010 and is building on at least 10 years of activity to reduce the regulatory burden on higher education. 

Under its terms of reference, HEBRG is committed to raising the profile of better regulation, increasing understanding of its benefits and improving communication and understanding between the sector, its regulators and sponsors.
