The White Paper on Higher Education (June 2011) made a number of specific references to HEBRG and its work. It is clear that regulation is going to be a highly significant policy issue for the higher education sector over the medium term, and in this HEBRG will have an important role to play.
The White Paper tasked HEBRG with delivering a review of the current non-HE regulatory landscape and its impact on higher education institutions. This report was delivered to the Department for Business, Innovation and Skills in November 2011.
The report is based on the research undertaken on behalf of HEBRG by Capita Consulting.
It provides information on the impact on higher education institutions of a wide range of regulatory requirements, including health and safety, planning, equal opportunities, Freedom of Information, procurement and employment law. The report makes 16 prioritised recommendations across six areas, identifying potential areas for deregulation while safeguarding students and taxpayers.
